Eligibility
Newly hired (i.e., within 45 days of your Hire Date) Full-Time or Part-Time (i.e., working 17.5 or more hours per week) Federal Employees; or, current Wright Basic Term insureds who had a salary grade increase in the last 60 day, residing in the United States may apply. Coverage is also available for the lawful spouse (under age 70) and dependent children between 14 days and 19 years (or 25 years if they are a full-time student) of the aforementioned Eligible Applicants provided they are not disabled.
Additional Features
- Accidental Death and Dismemberment Insurance – Insureds can receive an Accidental Death & Dismemberment (AD&D) benefit equal to 100% of their Basic Life death benefit amount if a covered accident results either in the loss of life, loss of both hands, both feet, one hand and one foot, one hand and the sight of one eye, one foot and the sight of one eye, or sight of both eyes. Insureds can receive an AD&D benefit equal to 50% of their Basic Life death benefit in force if a covered accident results in the loss of a single hand or foot or loss of sight in one eye. These losses must result directly from and within 365 days after accidental injuries are sustained while insured. Loss of hand and foot means it is completely severed through or above the wrist or ankle joint. Loss of sight means total and irrevocable loss. Exclusions may apply; see Certificate of Insurance for details.
- Seatbelt Benefit – The Seat Belt Provision pays an additional 10% up to $10,000, if an insured’s death results from an automobile accident while wearing a seat belt.
- Accelerated Life Benefit – The Accelerated Life Benefit (terminal illness benefit) can pay a lump sum of 50% of the coverage amount in force if you become terminally ill and your life expectancy is 12 months or less (24 months for residents of Illinois).

Group Conversion Privilege – Insureds have the privilege of converting their group coverage to an individual policy subject to certain conditions. No medical examination will be required. (The Certificate of Insurance provides more details about this Conversion Option.)
- Waiver of Premium – If an insured becomes totally disabled, as defined in the Certificate, prior to age 60 and that disability lasts for 9 consecutive months, the insurance company will continue their insurance in force up to age 65 without further payment of premiums so long as the total disability continues. Complete details will be in the Certificate of Insurance.
- Certificate of Insurance – Complete terms and conditions of this plan are set forth in the Certificate of Insurance, under group policy GL-67182-7. A certificate will be sent to you upon approval of your insurance. This group policy of your insurance is issued by ReliaStar Life Insurance Company to the Civil Service Employee Benefit Association on Policy Form LP00GP.
- 30 Day “No Obligation” Free Look – Once approved for coverage, insureds will be sent a Certificate of Insurance. If not completely satisfied with the terms of the certificate of insurance, they may return it, without claim, within 30 days of receipt. Coverage will be invalidated and full refund of any premium paid will be issued, no questions asked.
- Funeral Planning* – Wright insureds have no cost access to ING Funeral Planning & Concierge Services. These services provide an opportunity to discuss and obtain information from independent experts. These professionals can assist in funeral planning for insureds and eligible family members. - Travel Assistance** – ING Travel Assistance offers eligible Wright insureds and their spouses four types of services when they are traveling more than 100 miles from home (domestically or internationally): Emergency Transportation Services, Medical Assistance Services, Emergency Personal Services, and Pre-trip information. Benefit Reductions
- Active Federal Employees – Beginning at age 70 coverage is reduced to 65%. Beginning at age 75, coverage is reduced to 45%. Beginning at age 80, coverage is reduced to 30%. Full premiums continue to be payable.
- Retired or Resigned Federal Employees – Beginning at age 55 (or date of resignation or retirement if later) coverage is reduced to 75%. Beginning at age 60 coverage is reduced to 50%. Beginning at age 65 coverage is reduced to 30% of the original face amount and terminates at age 70. Full premiums continue to be payable.
- Coverage for Children – Continues to age 19 (25 if they are full-time students) as long as they remain eligible as defined in the Certificate of Insurance; the insured member's coverage remains in effect, and the required premium is paid..
Exclusions
Suicide is not covered if it takes place during the two-year period after a person's coverage becomes effective. (Premiums paid for the person's coverage will be returned.) Missouri residents: Benefits will not be paid for suicide within the first year of coverage.
Additional Information
The Civil Service Employee Benefit Association (CSEBA) is the group policyholder of this insurance program. CSEBA makes available voluntary risk management products and services, other voluntary benefits, and educational services to current and former federal employees. Wright USA acts as the program administrator for CSEBAI.
Right to change benefits, rates or terminate the plan
Changes to the group policy are subject to agreement between the group policyholder (CSEBA) and ReliaStar Life. CSEBA or ReliaStar Life may terminate the plan on any premium due date with advance notice. Rates may be changed by ReliaStar Life on any premium due date and on any date which benefits are changed, but only on a class-wide basis. For example a class is a group of insureds with the same age or gender.
Premium is currently based on amounts of coverage before any reductions in insurance are applied. Eligible Applicant Age is determined as of October 1 this year.
